The transmission system operator of the natural gas grid of Finland, Gasum Oy, and Elering Gaas AS have launched a pre-qualification tender for the Balticconnector engineering, project management and procurement Services (EPM Services).
The Balticconnector project is a gas infrastructure project aiming to interconnect the Finnish and Estonian gas networks in a joint project of Gasum and the Estonian gas transmission system operator Elering Gaas AS.
The aim of this pre-qualification stage of the procurement procedure is to determine a shortlist of bidders out of those eligible candidates who expressed an interest to participate in the procurement of Balticconnector EPM Services.
Gasum Oy is the Contracting Authority responsible for carrying out this procurement procedure, required for Pre Investment Decision (PRE-FID) phase of Balticconnector project.
Gasum Oy will be responsible for scheduling, design and overall management of the procurement procedure. However, the services being procured are to be provided to both Gasum Oy an Elering Gaas AS.
The scope of Balticconnector project and the required EPM services consist of 80 km of high pressure offshore pipeline detail engineering, geophysical and geotechnical survey monitoring and analysing, and permitting – 22 km of high pressure onshore pipeline detail engineering, surveys and permitting – 2 pcs. of high pressure compressor and custody metering station FEED engineering – Procurement services required for equipment and contracting – Project and engineering management of above mentioned engineering services – Required project services – Providing geophysical and geotechnical surveys as an optional service.
EPM services are expected to be required between 11 2015 – 03 2018.
The Framework agreement will stay in force until the end of year 2018.
To remind, the estimated value of the services exceed the applicable EU-threshold for goods and services as determined in the The Directive 2004/17/EC of the European Parliament and of the Council on the coordination of entities operating in the water, energy, transport and postal services sectors.
The deadline for the submission of tenders is September 07, 2015.
